1. This communique concerns the PMDS for permanent, seconded and on contract office-based educators. During the cycle 1 April 2007 - 31 March 2008, it is expected that review discussions have been conducted in each quarter.
2. Managers and supervisors are reminded that, for the cycle ending 31 March 2008, the Work Plan and Capabilities will each be scored out of 50 to allow for differentiation. The overall score is out of a total of 100.
3. It should be noted that a high score cannot be awarded for the Capabilities if the targets in the Work Plan have not been achieved.
4. A total of 50% is required in order to qualify for the 1% pay progression. This will align the scores of office-based educators with those of teachers at schools.
5. A total of 75% for 3 consecutive years is required in order to qualify for accelerated pay progression.
6. Supervisors are also reminded that scores have to be moderated and signed off by managers. Please refer to the Moderation Guidelines and attached score-sheet templates.
7. The submission of scores for the 2007/2008 cycle should reach the Directorate: Quality Assurance by 18 April 2007. The management of the PMDS will be transferred to the Directorate: Internal Human Capital Management when the Head of Education indicates that the change resulting from the re-design is effected.
8. A copy of the PMDS calendar for the 2007/2008 and 2008/2009 cycles is to be distributed to all managers, supervisors and office-based educators.
