1. The Education Management Information System (EMIS) in South Africa is required to collect, process and disseminate school education data in order to evaluate the performance of the education system, monitor policy implementation, ensure equitable distribution of resources and track the redressing of previous inequalities.
2. To improve the EMIS in the country, the national Department of Education has developed the national Learner Unit Record Information and Tracking System (LURITS). This system will collect the data of each learner in ordinary and special schools nationally from Grade R to Grade 12 and will track the movement of learners from school to school throughout their school careers. The LURITS will be introduced gradually by the provincial EMIS units from June 2008 onwards.
3. In the Western Cape the individual learner records of learners in all ordinary public-, special- and some independent schools are already on CEMIS. The WCED's EMIS Unit will arrange for the rest of the independent schools' learners to be captured and tracked on CEMIS. Independent schools will be introduced to CEMIS and trained to enter information on it.
4. The national system requires that accurate CEMIS learner data, verified by each principal, be uploaded to the LURITS. All learner registrations will be confirmed via the LURITS.
5. The LURITS is directly linked to the South African School Administration and Management System (SA-SAMS), which is a comprehensive computerised school administration package. The State Information Technology Agency, which is managing this project on behalf of the national Department of Education, has developed a file communication system between the SA-SAMS and LURITS. In the Western Cape all schools are linked to CEMIS and will continue to confirm the accuracy of their data on CEMIS. The WCED's CEMIS Unit will provide one provincial upload to LURITS and Western Cape schools will not directly interact with LURITS. A provincial LURITS administrator will deal with all LURITS and CEMIS interactions.
6. It is a requirement that learner data of all schools be provided to the national system by December 2009.
