1. In Operational Support Unit Minute 0001/2007 of 20 November 2007, you were requested to ensure that the total amounts budgeted for textbooks and local purchases from your norms and standards allocation (N&S) for 2007/08 were fully utilised. All schools must note that every learner must have a textbook for every learning area or subject.
2. Section 21 schools should have used the first transfer payment (60 % of the N&S allowance) for the purchasing of LTSM so that it would be available before the end of September 2007.
3. The total amounts allocated for textbooks and local purchases for all non-Section 21 schools, according to the school budgets (WCED 032), amount to R64,11 million and R32,87 million respectively. On inspection it was found that only R61,59 million and R31,22 million had been spent on textbooks and local purchases respectively by 21 January 2008.
4. The financial year is now rapidly nearing an end, and non-Section 21 schools will forfeit the funds that are not utilised for LTSM.
5. The Western Educape Department must continuously report to the national Department of Education on the application of the total amount budgeted for LTSM. It is therefore essential that the non-Section 21 schools utilise the amounts that, according to WCED 032, have been budgeted for the purchasing of LTSM before 31 March 2008. These schools can establish what the latest balances for textbooks and local purchases are at the order office in Kuils River. The requisitions (WCED 034 and 026) must therefore be submitted to the order office in Kuils River by no later than 31 January 2008.
