1. The Western Cape Education Department (WCED) will be hosting an Interactive RCL Conference on Saturday, 19 July 2008, at the Boland FET College Hall, Worcester (formerly known as the Songe College of Education).
2. The purpose of the conference is for members of the various RCL groups in the province to interact with one another and to workshop certain topics. This conference will also present the learners with an opportunity to develop social capital as they establish networks among the various RCLs in the schools and districts, which could act as support structures for them.
3. Schools are hereby invited to participate in the conference. The attached registration form should be completed and faxed to Mr Ryan Erasmus of the Directorate: IMG Planning, (Fax no. 021 467 2268) by no later than Friday, 20 June 2008.
4. The draft programme is attached.
5. Each school is requested to send two RCL members to the conference. Preferably, the two RCL members who serve on the school governing body (SGB) should attend.
6. At the conference learners must be dressed in their school uniforms and, where relevant, wear their RCL badges.
7. Transport has been arranged for learners from various pick-up points in each education district. They will be accompanied by the Teacher Liaison Officers (TLOs) in their districts. These pick-up points will be communicated to schools at a later stage.
8. Learners should be reminded to keep their luggage to an absolute minimum and valuable items must be left at home.
9. Learners who live close to the pick-up points may be transported by their parents, or dropped off at the school they attend. The RCL co-ordinator in the respective districts must arrange for an educator or TLO to bring the learners to the central pick-up point and also to collect them from the central point, when they return from the Conference.
10. The educators who transport the learners to the central pick-up point, and back to the school when the conference is over, may claim for travelling allowances by completing a Z43 form, and a Subsistence and Travelling Claim Form.
11. Each education district has been requested to arrange for one teacher liaison officer (TLO) for every thirty (30) RCL members to accompany the learners. It will mean that every bus will have a minimum of 3 TLOs accompanying the learners.
