1. The National Treasury currently has the above-mentioned contract in place to provide a courier service to the state. The contract was concluded with the following service providers and is effective from 1 October 2008 for a period of two years. This service may be used only in exceptionally urgent cases.

2. If any directorate or education district office wishes to make use of the service specified in new National Treasury Contract RT 5-2008 CP, the following procedure must be followed:

  1. Contact the service provider and request a waybill, which must be completed in full by the component. The component must provide the following details:

    • Name of directorate / chief directorate / education district office
    • Name of contact person
    • Street address and room number of the contact person
    • Telephone number of the contact person
    • Reference number of the file which records the details of the courier service required

  2. Request the service provider to collect the item(s) to be couriered and for the invoice for the service to be directed to the contact person who requested the service.

  3. On receipt of the invoice, compare the details on it with those recorded on the specific file (see (a) above) to ensure that the service was provided satisfactorily and to ascertain whether the invoice can be paid.

  4. Pay the invoiced amount directly on BAS (Sundry Cycle)
3. It should be clear from the above that the component requiring the courier service is responsible for paying the account and dealing with all queries which may arise from any particular service.
4. Kindly inform all officials of the contents of this minute.
