1. The HCDS is the lead strategy for the WCED and is a framework for ensuring access to and quality education for all in the Western Cape.
2. The enclosed booklet is a response to some of the key issues that confront all stakeholders in the delivery of good quality education. Each topic provides an overview of the current context and reviews information and ideas relevant to the topic. Recommendations for policy planners and practitioners in meeting the goals of the HCDS are outlined. (Electronic Afrikaans and Xhosa copies will be available on request from the persons listed below.)
3. WCED staff are encouraged to critically engage with the content, and to create space for debate amongst themselves and with the HCDS project team.
4. It is hoped that all stakeholders find the contents illuminating and refreshing. The HCDS project team looks forward to your comments and discussions.
