1. This minute supports Curriculum Minute GET/0013/2008, which announced the Launch of the provincial Foundations for Learning Campaign 2008 - 2011, which is taking place on Saturday, 1 November 2008 at the Western Cape Sport School, Nooiensfontein Road, Kuils River, Cape Town.
2. It is with great pleasure that we can confirm that our keynote speaker will be Minister Naledi Pandor, who will explain further the objectives and requirements of this national and provincial Campaign.
3. Numerous requests have been received from far-off schools regarding possible financial assistance for travelling and/or travelling and accommodation.

4. In view of paragraphs 2 and 3 above, as well as the significance which WCED places on this Campaign, we have secured funding to provide a set travel/accommodation subsidy to each bona-fide delegate who forms part of a public primary school delegation. The following conditions, however, will apply:
4.1 Claims can only be made according to the following table which is based on the RETURN distance travelled between the school and Launch venue:
A RETURN TRIP    AMOUNT PER PERSON
200 to 299 km	 R100-00 per person
300 to 499 km	 R600-00 per person
500km and above	 R800-00 per person
4.2 A maximum of 3 delegates per school may claim.
4.3 School principals are required to verify that all claimants are bona-fide delegates of their school delegation and that the distance being claimed is true.
4.4 Proof of registration and attendance at the Launch will be required.
4.5 Payment will be transferred into the school bank account as a lump sum for the entire school delegation.
4.6 Schools must reimburse delegates.
4.7 Claims must be completed in advance on the attached form (Annexure A). This form must be brought to the Launch and handed in for verification to designated officials at the table marked "Subsidy Claims". Submitted claim forms will be officially stamped at the Launch venue. Forms that are late, incorrect or incomplete will NOT be considered.

5. In view of the above concession, the registration date for the Launch has been extended to 12:00 on 31 October 2008.
6. This Launch provides a unique opportunity for school leaders and officials of the WCED to meet as a collective body with both our national and provincial Ministers of Education, plus other important educational stakeholders. It is a significant, symbolic campaign which will mobilise our resources across the province.
7. The Western Cape Education Department wishes to thank schools and officials who have responded positively to the invitation. We look forward to your presence at the proceedings.
