In order for South Africa to become globally competitive, we need the requisite skills. Therefore, we need to fast track the development of literacy and numeracy skills in the primary school. In this way we will increase our throughput rate and improve our pass rate for Grade 12. As a result, on Saturday, 1 November 2008, the Western Cape Education Department (WCED) will officially launch the provincial Foundations for Learning Campaign 2008 - 2011, in line with the national Foundations for Learning Campaign, which was announced by Minister Pandor earlier this year. |

The theme of the launch will be 'Laying solid Foundations for learning' and the occasion will highlight the key messages and requirements of this Campaign such as:
- Expectations for teaching, learning and assessment
- Roles and responsibilities of education districts, school management teams (SMT), teachers and parents

In an all-out effort to confront the current challenges we face regarding literacy and numeracy pass rates, and to announce our intentions and mobilise all stakeholders, all primary schools are invited to each send a delegation of three representatives to the launch as follows:
- The school principal or deputy
- A teacher (Grades 1 to 6)
- A member of the school governing body

Principals are requested to bring this minute to the notice of their staff and SGB and to determine as soon as possible who will represent their school community. |

To register for participation in the launch, the attached reply slip must be completed and returned no later than 22 October 2008. Please note that only registered delegates will be accommodated. |

The WCED wishes to thank all schools in advance for their readiness to show support and solidarity for this Campaign that aims to turn around the quality of teaching and learning and to raise literacy and numeracy levels significantly for all learners. |
