1. Current education legislation mandates the Minister of Education to evaluate and monitor the standards of education provision, delivery and performance. In addition, the Assessment Policy for General Education and Training (DoE: School Register of Needs, 2001) makes provision for systemic evaluation (national assessment) to be conducted on a nationally representative sample of learners and learning sites in order to evaluate all aspects of the school system and learning programmes.
2. The DoE will conduct a Systemic Evaluation of Grade 3 in collaboration with the provincial departments in September 2007. At the same time, a random sample of schools with Grade 6 learners will participate in the Southern and Eastern Africa Consortium for Monitoring Educational Quality (SACMEQ) study.
3. The following Learning Areas will be covered in the learner achievement tasks for both studies:
  • Literacy
  • Numeracy
4. Please note that these two studies are separate from and are NOT the same as the WCED diagnostic tests.
5. The Directorate: Quality Assurance will notify the schools that have been selected for the sample in early July 2007.
6. Kindly bring the contents of this minute to the attention of all staff.
