1. After certification of the Senior Certificate examination results by Umalusi, Senior Certificates and subject certificates are sent each year to the institutions from which candidates matriculated. These institutions are responsible for the safekeeping and issuing of these certificates to candidates.
2. The certificates that remain unissued at institutions create unnecessary work for the WCED as such candidates simply request new certificates from the WCED. A new procedure, therefore, has to be implemented.
3. From the date of this circular minute, all unclaimed Senior Certificates or subject certificates must be returned to the Department by no later than six (6) months after they have been received from the Department. These certificates must be returned with the list of collected certificates (on which candidates have signed for receipt of their certificates) and, where applicable, proof of postage to the candidates concerned.
4. You are also referred to Departmental policy, published in Circular 110/2003, dated 7 May 2003, which requests institutions to refrain from withholding examination results or certificates in lieu of outstanding school fees. Unfortunately, this practice is still prevalent at some institutions and principals are again requested not to resort to this method of recovering school fees.
