1. Introduction
The National Senior Certificate (NSC) indicates that policies regarding learners with barriers to learning are guided by White Paper 6 on Special Needs Education: Building an Inclusive Education and Training System (2001). White Paper 6 indicates that 'Assessment processes will address barriers to learning and current policies and practices will be reviewed and revised to ensure that the needs of all learners are acknowledged and addressed.'

2. The WCED has adapted papers for visually impaired learners for many years already. Recently, the WCED held discussions with the two specialist schools in the province that deal with visually impaired learners. These discussions have enabled the WCED to gain greater insight into the needs of the visually impaired learners in terms of the examination question papers received from the WCED.
3. The WCED will provide the following adaptations for blind and partially sighted learners:
3.1 Blind learners will receive question papers that have been converted to Braille. In the event that there are any diagrams, pictures and photographs in a question, that question will be replaced by a suitable question.
3.2 Learners that are partially sighted will receive a question paper in which the font size will be increased to Arial 16 on A4 paper and the diagrams will be enlarged and appear in an addendum. The original size diagram will still appear in the question paper to assist the learner. Colour paper throughout the question paper will be used to assist partially sighted learners in the Senior Certificate examination of 2007.
3.3 In the event that blind or partially sighted learners are unable to write the examination as a result of a further disability, the WCED will supply an amanuensis who will read the question paper and write for the learner.
3.4 Audio tapes will be supplied to blind and partially sighted learners that may need additional help.
4. The following process must be followed when applying for adaptations for blind and partially sighted learners:
4.1 Schools must use the accompanying form to apply for a particular adapted question paper for grade 11 or 12 examinations and for the CTA in grade 9.
4.2 The subject code and subject description that must be completed on the form can be obtained from the registration forms available on CEMIS.
4.3 The total number of learners for which adapted papers per subject are required must be completed in one of the columns full-time / part-time. Details per category of support must then also be completed.
4.4 In the event that an amanuensis or audio tape is required, the columns for large print/Braille will not need to be completed as the necessary data is already requested in the columns for these two additional support categories.
4.5 The statistics form must be completed and returned to the Directorate: Examinations Administration for Attention Ms B. Calvert by the 31 July 2007. The Directorate Examinations will process the forms and pass them on to the Concessions committee of the WCED for final approval.
5. Schools will receive notice of the decision of the concessions committee and if approved, will receive the necessary support material prior to the commencement of the examinations. Normal security arrangements regarding the examinations will also be applicable for the support material which must also be stored in the strong room of the school.
