1. In terms of Circular 0015/2007, it is expected that every learner from Grades 1 to 12 will have at least one textbook per learning area or subject as from 2008. Where this is not yet the case, schools are required to plan accordingly.
2. The Western Cape Education Department (WCED) understands that some schools have a shortage of these resources.
3. The WCED is therefore undertaking the INKXASO GRADES 4-7 PROJECT to supplement the textbooks in primary schools in the lower four national quintiles. The schools in these quintiles will receive a letter shortly indicating the allocated amount they will receive per Gr 4 - 7 learner for the purchase of these textbooks. This allocation is in addition to norms and standards funding. The funding should enable the school to order two textbooks per learner.
4. A book fair is being arranged in each EMDC early in the third term to give principals and teachers an opportunity to view the textbooks available and obtain support in making an appropriate selection.
5. Principals are requested to conduct a needs analysis of their textbook resources for these grades and to determine the learning areas in which textbook resources are lacking, so that the funds can be used accordingly.
