1. The Western Cape Education Department (WCED) will conduct a feasibility study of current Adult Basic Education and Training (ABET) delivery in the Western Cape during the period June 2006 - November 2006.
2. The specific objectives of this study are the following:
2.1 To critically review current ABET delivery in the Western Cape
2.2 To make recommendations to improve delivery to ensure the outcomes of the Human Capital Development Strategy are met in terms of accessibility and expansion
2.3 To review the mode of the delivery at Community Learning Centres (CLCs), including the operational hours of CLCs and the curriculum being offered, and make recommendations in this regard
2.4 To make recommendations regarding the development of full-time ABET centres
3. The Centre for Adult and Continuity Education, based at the University of the Western Cape, is the appointed service provider for the study.
4. As part of this process, the service provider will engage with the EMDC staff and a sample of CLCs in all seven EMDCs. The EMDC management, CLC management and Centre Governing Bodies will be approached by the service provider and are requested to co-operate during this process.
