1. The WCED recently informed schools about the launch of the Western Cape Representative Council of Learners (WCRCL) on Thursday, 15 June 2006. Schools were requested to submit proposals for amendments to the draft constitution, together with a completed affiliation form. Schools were also requested to nominate three RCL members for the launch.
1.1 Schools are hereby invited to participate in the launch of the Western Cape Representative Council of Learners (WCRCL). The attached registration form should be completed and sent to the EMDC RCL Co-ordinator.
1.2 The launch will take place on Thursday, 15 June 2006 at His People Christian Worship Centre, N1 City, Goodwood, Cape Town.
2. The Western Cape Youth Commission (WCYC) has arranged a programme for Friday, 16 June 2006 to commemorate the 30 year celebration of Youth Day. The RCL, as the youth structure of the WCED, has been invited to participate. RCL members attending the launch event will therefore also participate in the programme of the WCYC.
2.1 The WCED has held talks with the WCYC on matters such as safety and control, and is satisfied that adequate measures have been taken to ensure the learners’ safety. In addition to the measures taken by the WCYC, the WCED is arranging for extra supervision.
2.2 The programme for Friday, 16 June 2006 will take place in Bonteheuwel and Langa respectively.
3. A draft programme for the events of the two days is attached. Learners must be dressed in their school uniforms on both days, and where relevant, wear their RCL badges.
4. Transport has been arranged for learners from the South Cape & Karoo, Breede River and Overberg and West Coast & Winelands EMDCs (excluding Stellenbosch, Paarl and Wellington areas). These learners will be transported to Cape Town on Wednesday, 14 June 2006. Pick-up points and pick-up times will be made available shortly. Accommodation and meals have been arranged until Friday, 16 June 2006. Buses will depart from Cape Town on Friday at 15:00. Luggage should be kept to an absolute minimum and valuable items must be left at home.
5. Schools in the four Metropole EMDCs, as well as the Stellenbosch, Paarl and Wellington areas are requested to arrange transport for the learners on both days.
6. Each EMDC has been requested to arrange for one teacher liaison officer for every fifteen RCL members to accompany the learners. There will thus be approximately 200 teacher liaison officers.
7. Learners currently serving on the Interim Provincial RCL Committee are regarded as part of the official delegation from their EMDCs, as their mandate has been extended by the MEC for Education, Mr Cameron Dugmore. They will be meeting with the MEC on the night of Wednesday, 14 June 2006 and attend the Premier’s Awards Evening as guests of the MEC. The Interim Provincial RCL Committee members from the four metropolitan EMDCs will therefore also be accommodated and transported.
