1. The Western Cape Education Department (WCED) will be launching the Western Cape Representative Council of Learners (WCRCL) on 15 June 2006. The main purpose of the WCRCL will be to act as liaison between the RCLs at schools on the one hand and the WCED and MEC for Education on the other hand. The envisaged WCRCL is an initiative of the MEC for Education, Mr Cameron Dugmore, as one of his special projects. The launch is scheduled to coincide with the 30 year celebration of Youth Day on 16 June.
2. At the RCL Conference in 2005, an Interim Provincial RCL Committee was elected and mandated to finalise the proposed constitution for the WCRCL. The Interim Provincial RCL Committee presented the second draft of the constitution to the MEC on Friday, 12 May 2006. The enclosed second draft is now ready to be consulted with RCLs at schools.
3. Schools are requested to decide whether they wish to be affiliated to the WCRCL or not, based on the WCRCL’s Aims and Objectives as set out in the constitution. RCLs should therefore consult with their fellow-learners regarding affiliation to the WCRCL. Where the learners of the school decide to affiliate to the WCRCL, the enclosed Application for Affiliation form should be completed and submitted at the EMDC meeting mentioned below. The EMDC RCL Co-ordinators must, in turn, forward the completed affiliation forms to the Provincial RCL Co-ordinator by no later than 2 June 2006.
4. Schools are also requested to engage with the constitution for the purpose of formulating ideas on changes/amendments to the draft. Schools must then select three RCL representatives to attend an EMDC meeting where their ideas on any changes/amendments (to be presented in writing) will be shared with other schools in the EMDC.
4.1 The RCL Co-ordinator at the EMDCs will inform schools about the date, venue and time for the EMDC meeting. These EMDC meetings, however, should be finalised by 31 May 2006.
4.2 RCL Co-ordinators at EMDCs are requested to send a summary of the proposed amendments/changes to the Provincial RCL Co-ordinator by no later than 2 June 2006.
5. For the purpose of continuity and fluidity of the process, the three RCL representatives who attended the EMDC meeting should represent the school at the launch ceremony. Schools are therefore encouraged to allow Gr 12 learners serving on the RCL to prepare themselves adequately for the upcoming final examination, and rather to concentrate on Gr 8 to 11 learners to attend the EMDC meeting and the launch ceremony.
6. RCL members attending the launch ceremony on 15 June will also be involved in the Youth Day (16 June) celebrations that are being co-ordinated by the Western Cape Youth Commission (WCYC). RCL members will, however, be in the care of the WCED, its officials and educators.
7. More information regarding the launch ceremony, transport and accommodation will be communicated to schools soon.
8. The WCRCL will, within three months of its launch, elect its executive members and office bearers at a special meeting. The MEC has, for this purpose, extended the term of office for the Interim Provincial RCL Committee.
