1. In terms of paragraph 1, Section 11, Chapter 2 of the South African Schools Act (Act 84/1996) (SASA), a representative council of learners must be established at every public school which enrols learners in Grade 8 and higher, and such council is the only recognised and legitimate representative learner body at the school.
2. Extraordinary Provincial Gazette 5946 of 31 January 2003 contains legislation regarding the composition, functions, election procedures and dissolution of an RCL and the discharge of an individual member of an RCL.
3. It is advisable for the process for the election of RCL members to be completed by the first week of February to ensure that the RCLs render service for a full term of office. Schools that have not yet completed the election of RCL members are urged to do so as soon as possible.
4. Principals are hereby requested to submit the names of elected RCL members by completing the accompanying form. Office bearers and school governing body representatives should clearly be indicated in the columns provided for that purpose.
5. The completed forms must be returned to the Directorate: Institutional Management and Governance at the above fax number or mailed electronically to rcl@pgwc.gov.za by no later than 12 May 2006.
