1. The Western Cape Education Department (WCED) is responsible for the delivery of quality public education for all in the Western Cape.
2. In accordance with Collective Agreement 8 of 2003, the following three programmes, which are integrated into one quality management system, have been put in place in order to monitor and enhance the performance of the education system:
  • Developmental Appraisal (DA): Each educator is appraised in order to identify his or her strengths and areas for development; and opportunities are provided for individual development (based on personal growth plans).

  • Performance Measurement (PM): The performance of the educator is measured for accountability purposes.

  • Whole School Evaluation (WSE): The purpose of Whole School Evaluation is to evaluate the overall effectiveness of a school, with a special focus on the quality of teaching and learning. This must be followed by a programme of development, support and improvement by the district.

3. Whole School Evaluation will be implemented in the Western Cape from 1 May 2006.
3.1 During a whole school evaluation visit, the performance appraisal scores of the educators will also be verified, and a report on the Developmental Appraisal and Performance Measurement processes at the school will be produced.
3.2 All the schools which are to be visited in 2006 will receive information sessions in advance of the actual visit. These schools have been scientifically sampled by the national Department of Education.
3.3 The Directorate: Quality Assurance of the WCED will inform schools and the districts of the exact dates of visits by the Whole School Evaluation team.
3.4 At present, the Directorate: Quality Assurance is busy with an intensive advocacy programme with regard to Whole School Evaluation. Information material will be distributed to all schools.
