1. The Directorate: Quality Assurance held meetings with all the supervisors of office-based officials during the last quarter of 2005 and the first quarter of 2006 for the purpose of standards setting.
2. This process was necessary to ensure consistency throughout the WCED with regard to the following:

  • Work plans for the various categories of staff.

  • Common primary standards applicable to officials in both Head Office and the EMDCs
3. The common primary standards will ensure that work plans are

  • an adequate and fair reflection of the requirements and level of each post, and

  • of equal value, in particular where a number of staff perform similar tasks.
4. Supervisors were requested to submit the standards to the Directorate: Quality Assurance and, to date, a number of standards for the various categories of staff have been received.
5. Supervisors who have not yet submitted standards for the various categories are reminded to submit them by 30 January 2007.
6. The standards will be collated into book form to assist with moderation. When the Head of Department (Head: Education) or his delegate reviews a random selection of work plans across levels and areas to establish consistency, these standards will then be used as a guide.
