1. The WCED will continue to strengthen the processes and tools that are intended to improve the quality of education within the province. With this in view, the WCED held a training course in Metropole South in October 2006 (which will be delivered in the other districts in February to April 2007).
2. Each school is required to develop a School Improvement Plan (SIP) in the new format as specified below. The 'old' School Development Plan and the 'old' SIP will be merged into a School Improvement Plan with two parts:
  • The nine Focus Areas (which formed the previous SDP)

  • The teacher development needs (as determined from the Performance Measurement process), which form part of Focus Area 4: Quality of Teaching and Learning and Educator Development, and which made up the 'old' SIP.

3. To ensure that all schools have clarity about the format of the new SIP, it is important that the training sessions, which are scheduled for February to April 2007, are attended by all principals and WSE co-ordinators (see Quality Assurance Minute: 17/2006).
4. From 2007, the only term used will be 'School Improvement Plan' to reflect the school's planned interventions to address gaps and teacher needs in the calendar year. It is vital that the SIP is developed properly so that the developmental needs of the school, including those of the educators, are accurately identified. The school will receive support from three tiers within the system: the school itself, the EMDC and Head Office. Thus the SIP should give the three tiers clear direction in terms of the support that the school should receive.

All IQMS activities planned for 2007 will seek to consolidate the effective implementation of the systems referred to above.
