1. The first cycle of the Integrated Quality Management System (IQMS), implemented from January – December 2005, has been a challenging learning experience for all involved. We wish to thank all educators, Development Support Group (DSG) members, School Management Teams (SMTs), Staff Development Teams (SDTs) and principals for the contribution they made to introducing the system into their quality management processes at their institutions.
2. The Directorate: Quality Assurance has gathered together all the issues and questions which arose during the cycle. Some of these matters have been resolved, but others require decisions at a national level. We will continue to seek ways of refining the system.
3. To ensure that principals, School Management Teams (SMTs) and SDTs plan well for implementation of the IQMS in the 2006 cycle (1 January – 31 December 2006), it is suggested that institutions use the attached calendar (Annexure A) as a guide. In addition, each educator will receive a separate calendar which gives information on educator responsibilities with regard to the IQMS. The intention in 2006 should be to integrate the IQMS processes into the normal functioning of the institution. It has been found that, as classroom visits become a normal practice at the school, IQMS will contribute increasingly to improved quality on all fronts. The use of the “evidence” document - each school will receive this in booklet form in February 2006 - will be particularly valuable in this regard.
4. When Whole School Evaluation (WSE) is implemented in 2006, the verification of performance appraisal scores will take place, as per the Collective Agreement 8 of 2003.
5. The WCED has organised training sessions for SDTs from February – April 2006; these will focus on the development of knowledge and skills for the improved management of the IQMS at institutions. The IQMS co-ordinator in your district will inform you of the exact dates of this training.
