1. A survey was commissioned by the Directorate: Quality Assurance of the Western Cape Education Department in order to monitor the implementation of the Integrated Quality Management System (IQMS) in selected schools in the Western Cape. The aims of the survey were to ascertain the following:
(a) The extent to which cycle steps are being followed
(b) The extent to which structures and record-keeping exist in schools
(c) The levels of accuracy and fairness in the application of the appraisal system
(d) The priority areas where further training and support are needed
2. The attached report on the survey gives an indication of how the steps in the appraisal process are being followed at selected schools. All schools are implementing the appraisal process, but there is room for improvement.
3. The report gives schools an indication of the practices that should be reviewed to ensure that there is alignment with Collective Agreement 8 of 2003.
4. If the process is not implemented effectively, the Personal Growth Plans (PGPs), School Improvement Plans (SIPs) and District Improvement Plans (DIPs) will not accurately reflect the needs of teachers.
5. Principals are advised to initiate discussions with the School Development Team (SDT) and teachers on the findings of the report. Cognisance should be taken of the recommendations and commendable practices that would assist schools to take the appraisal process forward. Schools are reminded that addressing the areas for development in their SIPs has to take place at school, district and at Head Office levels.
6. The intention of the IQMS is to enhance the quality of education that each school provides. When the IQMS becomes an integral part of the normal programme of the school, its effects on education will be felt.
