1. We are now in the developmental phase of the 2006 cycle of the Integrated Quality Management System (IQMS). The baseline evaluations of educators implementing the system for the first time have also been completed and they too ought to be focussing on their development.
2. We are continuously seeking ways to refine the process. This must lead to improved quality in the delivery of education. Therefore, the intention from this year onwards is that IQMS should be integrated into the normal functioning of the school.
3. The WCED has made available a Performance Indicator Book for each school to use during its normal functioning, and particularly to enhance teaching and learning.
4. The Performance Indicator Book is a guideline document that specifies the verifiable evidence that gives rise to a score/rating for each of the performance standards. During the observation of the educator in practice this generic verifiable evidence, together with the learning area expert input of the development support group (DSG), should ensure that much more accurate scores are awarded. A more objective judgement can be made because scores will have to be substantiated by the evidence available.
5. It is important that the performance of the educator throughout the year - and not what was achieved in the week/month of the review - should be taken into account when the final summative evaluation is concluded.
6. On-going moderation by the principal and the staff development team is essential throughout the year so that the scores and developmental needs of the educators can be clearly defined. The Department of Education will soon make available a document on Moderation Procedures, which the WCED will make available to all schools.
7. The Performance Indicator Book should also be used as an indication of “best practice” towards which each educator should work.
8. Principals are requested to ensure that the Performance Indicator Book is made available to their staff. It is recommended that the various standards and performance indicators be discussed by the full staff.
9. Principals are also encouraged to make copies of the book so that it can be used as a reference document by the educators.
