1. The granting of pay progression notches must be based on work performance. In order to consider the granting of the 1% salary increase with effect from 1 July 2006 to all public servants of the WCED on post levels 1 to 12, a separate Annexure E form (copy attached) must be completed and submitted for each individual who met the requirements and based on his or her work performance during the 1 April 2005 to 31 March 2006 performance cycle. The completed forms must reach this office by 8 August 2006 and must be sent to the Director: Personnel Management (Public Service), Division: Performance Management at the address which appears at the bottom of this page.
2. Even though the Annexure E forms are part of the set of SPMDS documents, which are subjected to moderation and which must be completed annually for every public servant, the completed Annexure E forms will be handled separately and the 1% awarded to each employee who perform at least satisfactorily, provided that it is so indicated on the form.
3. During the previous cycle the Department experienced great difficulty in obtaining the completed Annexure E forms from all components and institutions. You are, therefore, earnestly requested to ensure that your staff`s forms are submitted as soon as possible.
4. A further circular regarding the submission of the rest of the documents (Annexures A to D and the motivation) in respect of public service personnel for the period indicated in paragraph 1 above, will be issued shortly.
5. Kindly bring this circular to the attention of all public servants under your control.
