1. The following two changes have been implemented on the IMS to make the system more user-friendly.

1.1 ESCALATING OF ISSUES

The IMS previously provided for the registration of only one control level user per component. The control level user was the only person who could escalate issues to the responsible official (solving official) in his or her component, or to another component. It was found that this restricts the effectiveness of the IMS. It has therefore been upgraded to enable all users to escalate issues within their own component or to another component. This will decrease the pressures being experienced by the control level users.


1.2 SPLITTING OF AN ISSUE

A number of requests have been received when an issue has been logged on the IMS for the identification of a second or more components to be able to read and update comments on that issue. The system has therefore been upgraded to allow a user to have access to a specific issue, although it has not been logged at his or her component. The upgrade will also enable the user to follow-up on the progress made on an issue: e.g. with regard to requisitions logged at Supply Chain Management. The Chief User will also be able to monitor the progress made on payments.


2. Attached is a document illustrating and explaining, by means of screen prints, how to transfer, split and give another component access to an issue.
3. It has become customary to give assignments regarding the completion of a specific case only on the Issue Management System (IMS), with no written instructions to this effect appearing on the documents in the file. It must be borne in mind that all officials do not necessarily have access to all issues, and would therefore not see the instructions on the IMS. For this reason it is necessary to give instructions in writing on the particular document.
