1. Applications are awaited from persons who wish to act as markers of subjects (list attached) written during the October/November 2006 Senior Certificate Examination.

All applications must be sent by registered mail and the receipt issued by the Post Office must be kept as proof of postage. Completed application forms (labelled For attention: Mr Mark Cameron) may be delivered by hand to the Directorate: Examinations, 4th Floor, Grand Central Towers building, where a receipt for every application received will be issued.

2. The following criteria are applicable in the appointment of markers:
2.1 No teacher who returned a subject pass rate of less than 50% in the Senior Certificate examination of the previous year and who is teaching at an institution that achieved a pass rate of less than 40% in the Senior Certificate examination of the previous year, may be appointed as a marker for the Senior Certificate Examination of the following year. (Teachers whose attainment of 50% or more is not evident in the results available to Head Office, owing to the poor results of other teachers in the subject at the school, must provide evidence of the achievements of the class(es) they teach.)
2.2 Educators who have taught the subject on Grade 12 level in any of the past three years, i.e. 2006, 2005 and 2004, may apply.
2.3 Applicants must have a recognised three-year post-Senior Certificate qualification which must include the subject concerned at second or third year level or other appropriate post-Senior Certificate qualifications.
2.4 All applicants must be in service at institutions that prepare candidates for the Western Cape Senior Certificate examination.
2.5 To ensure that the effective functioning of the institution is not compromised through the absence of educators, no more than 30% of the educators at a particular institution will be appointed as markers. The final decision as to which educators can be appointed as markers rests with the WCED.
2.6 The WCED supports the Employment Equity Act and the appointment of markers will be in line with the WCED's Employment Equity Plan. It is therefore imperative that applicants state their race and gender on the application form.
2.7 Applicants who have indicated their intention to resign or retire and who will terminate their services with the WCED by 29 September 2006 will not be considered for appointment.
2.8 No teacher who is on sick leave at the time of marking may mark.
2.9 An applicant must complete a separate application form for each question paper for which he or she applies.
2.10 Certified copies of highest qualifications indicating what subjects the applicant studied must accompany each application form. Application forms that are not accompanied by certified copies of results will not be considered. No exceptions will be made and no correspondence will be entered into with applicants in this regard.
2.11 Internal moderators of subjects or papers that have a small number of candidates MUST apply accordingly if they want to be considered for appointment as markers for subjects or papers that have a large number of candidates.
2.12 Principals may apply for appointment as markers. It would, however, be preferable for principals not to be away from their schools at the end of a year, as they are responsible for the management of their schools at this busy time. The selection of principals as markers will therefore be subject to, amongst others, the following conditions:
  • After the expiry of the deadline for the submission of application forms, all applications from principals will be submitted to the EMDC directors for approval.

  • A primary consideration will be whether a school will be able to function optimally during the marking period in the absence of the principal.

  • Appropriate arrangements must be made for a member of staff to act as principal.

  • The school must be able to function without the expertise and guidance of the principal, and the school’s learner promotion process must not be jeopardised by the absence of the principal.

3. Application procedure

3.3 Copies may be made of the attached form. Duly completed application forms must be submitted to the Directorate: Examinations by no later than 24 May 2006. Under no circumstances may applications be sent directly to the examiners. Applications received after the closing date will not be considered.
3.4 All application forms must be signed by the principal (in the case of educators) or director or the chief curriculum adviser of the EMDC or the chief curriculum planner: FET (in the case of principals, senior curriculum planners, chief curriculum advisers and curriculum advisers).
3.5 Unsigned applications will not be considered. The onus rests on applicants to ensure that the completed application form reaches this office before or on the closing date.
3.6 Applicants must please indicate their meal preference on their application form and note that the department cannot accommodate any meal preference changes during the marking period.
4. Arrangements for the marking period
4.1 All marking will be done at a central venue in or near Cape Town, as determined by the WCED.
4.2 It is anticipated that the marking of examination scripts will commence at 07:30 on Thursday, 30 November 2006, and will be concluded at 18:00 on Wednesday, 6 December 2006. The dates will be confirmed later.
4.3 Markers will be expected to mark scripts for at least 8 hours a day. This excludes time set aside for lunch and tea breaks. The marking centre will be accessible for marking from 06:00 to 22:00 daily. Markers must have completed all tasks at their schools, including marking, prior to the commencement of marking.
4.4 The marking tariff for each paper will be made available as soon as possible. Every moderator, examiner and marker will be taxed in accordance with the Income Tax Act.
4.5 It is imperative that principals, EMDC directors, circuit managers and curriculum advisers bring the content of this minute to the attention of all educators, including those on leave. This Directorate does not accept any responsibility should educators not be informed of the contents of this examination minute.
5. As the marking of the Senior Certificate examination question papers is an extremely valuable and rewarding experience for educators, the WCED aims to ensure that the marking panels include new markers each year. Employment equity is also a very important consideration. All educators who qualify to mark are therefore strongly encouraged to apply. Principals and curriculum advisers are requested to encourage competent teachers to apply.
