1. Heads of institutions who submit to the Department applications for examination concessions (additional time or any other alternative or adapted method of examining) for learners for the Senior Certificate Examinations, must do so in accordance with the guidelines set out in Annexure A of Examination Circular Minute 0015/99 of 3 September 1999. If your institution is not in possession of this policy document, it can be obtained from the Directorate: Examinations.
2. As regards the 2006 Senior Certificate Examinations, kindly note that the closing date for applications for visually impaired learners has been changed to 15 March 2006. The closing date for applications for all the other learners is 30 June 2006.
3. A detailed professional report (not older than 3 years) from a medical doctor, para-medic or pyschologist, as well as other supporting evidence (test results, examination results, etc.) must accompany the prescribed application form (Annexure B).
4. As from 2006, a photocopy of the learner’s identity document must also accompany all applications.
5. In cases where application is made for a learner’s weak spelling ability or handwriting problem to be brought to the attention of the examiner, examples of the learner’ s written work, clearly illustrating the problem, must also be submitted.
6. A clear explanation of the learner’s problem, as observed in the classroom, must be given. If the problem is serious, previous concessions granted during the learner’s school career (e.g. extra time allowed, spelling concessions) must be indicated. In such cases, specific reference must also made to the extent of the concession that was granted, e.g. the number of additional minutes per hour allowed.
7. Applications for additional examination time as a result of unforeseen circumstances, such as a fracture to an arm or finger that occurs after the above-mentioned closing dates, must also be submitted on the prescribed form. In such a situation, the application form, medical certificates and other supporting documents may be faxed to the Department, using fax number 021 4615637. The original documents can then be sent by post at a later date. In such instances, either Mr J.C. Albertyn tel. 021 467 2011 or Mr H.A.J. Coetzee tel. 021 467 2921 must be telephoned at the WCED Head Office and informed that the fax has been sent.
8. The Department’s decision regarding an application for additional time, as well as other adaptations, will be sent to the head of institution and, unless otherwise stated, will be valid for both the November examinations and the February-March supplementary examinations. The head of institution must notify the invigilator and the learner in writing of the decision.
9. Kindly note that permission for additional time for all internal examinations, up to and including the September Grade 12 examinations, may be granted only by the circuit manager concerned. Institutions must keep a record of such concessions.
10. All applications must be recommended and signed by the head of institution.
11. Please bring the contents of this examination minute to the attention of all persons concerned.
