1. Circular 0005/2006 indicated that the N1 - N3 FET college programme and subjects will be terminated at the end of 2006.
2. The Minister of Education has approved the awarding of National Certificates (Vocational) at the NQF2, NQF3 and NQF4 levels of the National Qualifications Framework. These qualifications are offered at FET colleges.
3. In terms of the transitional arrangements for the implementation of the new National Certificates (Vocational), the Department of Education indicated in Circular S4 of 2006 that candidates offering the N1 - N3 programmes or subjects who are unsuccessful in the 2006 examinations will be provided with the opportunity until August 2008 to rewrite these programmes or subjects as supplementary examinations. This applies to FET college students.
4. As there are some learners in special schools or other institutions that offer the Senior Certificate with a combination of Senior Certificate and N3 subjects, they are included in the above-mentioned transitional arrangements. Principals and educators should thus note that the offering of N3 subjects will be phased out by 2006 but unsuccessful candidates will be provided with the opportunity until August 2008 to rewrite these programmes or subjects as supplementary examinations. They should therefore make the necessary plans to make the learners aware of the opportunity available to them.
