1. Further to Curriculum Minute 0021/2006, the following pertains to the registration of teachers for the June – July subject orientation sessions.
2. Provincial orientation programme structure
2.1 The 2006 provincial orientation structure has been amended in line with feedback received from teachers about the 2005 programme.
2.2 Where possible, orientation of the rural teachers will take place during the first week.
2.3 In addition, the programme provides for a “fit-for-need” approach. With the exception of two days that are compulsory for all teachers, teachers can select the modules they wish to attend based on their academic and professional needs.
2.4 The focus of all subject programmes is the new curriculum content. Days one and two of the programme, in modular context, will mediate new content and days three and four will mediate assessment, planning, information and communications technology (ICT) integration and application of learning and teaching support material (LTSM) pertaining to the new curriculum content.
2.5 With the exception of Dance Studies, Agricultural Science, Dramatic Arts, Religion Studies and the four Technology subject programmes that require five days, all the other subject programmes will be completed within four days, i.e., from Monday to Thursday. The programmes for Information Technology (IT) and Computer Applications Technology (CAT), to be conducted by a national outsourced service provider, will take place from Sunday afternoon to Saturday.
3. Provincial registration procedure
3.1 The attached programme (See Annexures A for the EMDC subjects and B for the smaller subjects.) provides the topics and modules for each day. Attendance on the days indicated with a tick is compulsory.
3.2 With the exception of the subjects listed in paragraph 2.5, teachers must select those sessions they will be attending on Monday and Tuesday on the registration form attached. (See Annexures C for the EMDC subjects, and D for the smaller subjects.)
3.3 Subject orientation for the bigger subjects referred to in Annexure A will be managed by and conducted in EMDC context. Teachers will therefore be required to register for subject orientation at the EMDC under which their school falls, not the one closest to their place of residence. The completed registration form C must be returned to the Chief Curriculum Adviser of the relevant EMDC not later than 12 May 2006.
3.3.1 The EMDCs will inform teachers of the venues where orientation will take place, and will be responsible for funding all travel, and where applicable, accommodation expenses incurred by participants. Teachers do not qualify for a daily subsistence allowance.
3.3.2 Where teachers may have to stay over, the relevant rural EMDCs will inform those teachers of the accommodation arrangements.
3.4 Subject orientation for the smaller subjects referred to in Annexure B will be conducted in a centralised context, managed by the Directorate: Curriculum Development from Head Office. Teachers teaching these subjects will therefore have to register with Head Office. The attached registration form D must be submitted to Mr Lewis at flewis@pgwc.gov.za, or by fax 021 467 2258, by no later than 12 May 2006. His contact numbers are 021 467 2504 or 467 2585.
3.4.1 The Directorate: Curriculum Development will inform all those teachers who will participate in the orientation programme of the smaller subjects of the venues to be used. These workshops will take place in and around Cape Town.
3.4.2 Teachers attending these centralised workshops must take responsibility for their own travel and accommodation arrangements. Travel and accommodation costs incurred are to be claimed from the EMDC under which the relevant teacher’s school falls.
3.5 It must be noted that the time frame and subject programmes will be common throughout the Western Cape Education Department.
3.6 The provincial programme is such that it will allow most teachers teaching two subjects to attend orientation in both. For example, Mathematics will be dealt with in week one, and Mathematical Literacy in week two. The same principle applies to a host of other subjects where a possible combination has been identified.
3.7 Principals must note that there will be no further provincial orientation sessions for the rest of the year. Where teachers teach two subjects, they must therefore be encouraged to attend both subject workshops.
3.8 Teachers who do not register will, for logistical reasons, not be permitted to attend the workshops.
4. Workshop requirements
4.1 Teachers are requested to bring the following policy and guideline documents, distributed to schools, to the orientation workshops:

4.1.6 The National Senior Certificate: A Qualification at Level 4 on the National Qualifications Framework (NQF)
4.1.7 Minimum Admission Requirements for Higher Education, Diploma and Bachelor’s Degree Programmes requiring a National Senior Certificate
4.2 Special requirements
4.2.1 Calculators for Accounting, Scientific calculators for Mathematics and Mathematical Literacy
4.2.2 New text books or other relevant subject material
5. Expenditure incurred by teachers
5.1 Teachers must submit their claim forms to the EMDC Chief Curriculum Advisers.
5.2 Teachers will be reimbursed for travelling and, where applicable, accommodation expenses incurred.
5.3 It is therefore essential that each teacher brings the following to the workshop:
5.3.1 His or her Persal number
5.3.2 Registration details of the vehicle he or she used for transport
5.3.3 Banking details
5.4 Teachers making use of public transport (bus and train services) must attach official receipts to their claims. Where teachers make use of mini-busses, claims must be accompanied by either receipts issued or a letter from their principal stating expenditure incurred. Each teacher must submit a separate verified claim.
5.5 No teacher will be reimbursed for travelling or accommodation expenses incurred en route to the venue from his or her holiday destination, or incurred deviating from a venue where they are registered.
6. Training by the national Department of Education

The training to be provided by outsourced service providers and managed by the national Department of Education referred to in paragraph 3.1 of Curriculum Minute 0021/2005 has not yet been finalised.

7. Mathematics, Science and Technology (MST) professional development
7.1 The Grade 10 to12 Mathematics teachers of the 40 Dinaledi and 10 MST focus schools will be trained separately by AIMSSEC. This training will take place from 23 June – 15 July 2006 at Stellenbosch High School. There will be two sessions. The first group of teachers will be trained from 23 June to 4 July 2006 and the second group from 5 - 15 July 2006.
7.2 Two teachers per school will participate in this training and they will not be required to register for the provincial orientation with EMDCs
7.3 A separate communiqué will be sent to the schools involved to provide information and registration forms for this training.
8. CAT and IT orientation
8.1 CAT and IT orientation will be presented by the Cape Peninsula University of Technology as an outsourced service provider funded by the national Department of Education. The process will be managed by the Directorate: Curriculum Development.
8.2 The structure of the programme dictates a separate registration procedure, as the programme provides for three competency levels.
8.3 The June – July orientation programme for both CAT and IT will take place at levels One and Two. Consequently teachers will have to indicate their level of competency in accordance with a guideline that will be distributed in a separate curriculum minute to all those schools offering these subjects.
8.4 Teachers from the rural EMDCs will be accommodated at the Cape Peninsula University of Technology, Bellville Campus.
9. Principals are kindly requested to:
9.1 adhere to the submission date of 12 May 2006.
9.2 ensure that teachers adhere to the registration venue requirements.
9.3 bring the contents of this curriculum minute to the attention of all Grade 10 to 12 teachers.
