1. The subject orientation delivery model for 2006 has been amended based on an analysis of the 2005 model and a national intervention to train teachers and officials.
2. Provincial orientation process
2.1 Subject orientation for the bigger subjects (see Annexure A) will be conducted in the EMDC context. Teachers will therefore be required to register for subject orientation at the EMDC under which their school falls, not the one closest to their place of residence.
2.1.1 The EMDCs will inform teachers of the venues where orientation will take place, and will be responsible for funding all travel, and where appropriate, accommodation expenses incurred by participants. Teachers do not qualify for a daily subsistence allowance.
2.1.2 Where teachers may have to stay over for those subjects listed in Annexure A, the relevant rural EMDCs will inform those teachers of the accommodation arrangements.
2.2 Subject orientation for the smaller subjects (see Annexure B) will be conducted in a centralised context, managed by the Directorate: Curriculum Development from Head Office. Teachers teaching these subjects will therefore have to register with Head Office, which will be managing the orientation programme.
2.2.1 The Directorate: Curriculum Development will inform all those teachers who will participate in the orientation programme of the smaller subjects of the venues to be used. These workshops will take place in and around Cape Town.
2.2.2 Teachers attending these centralised workshops must take responsibility for their own travel and accommodation arrangements. Travel and accommodations costs incurred are to be claimed from the EMDC under which the relevant teacher’s school falls.
2.3 It must be noted that the time frame and subject programmes will be common throughout the Western Cape Education Department.
2.4 The provincial programme, which is to be duplicated in the EMDCs, is such that it will allow most teachers teaching two subjects to attend orientation in both. For example, Mathematics will be dealt with in week one, and Mathematical Literacy in week two. The same principle applies to a host of other subjects where a possible combination has been identified.
2.5 Principals must note that there will be no further provincial orientation sessions for the rest of the year. Where teachers teach two subjects, they must therefore be encouraged to attend both subject workshops.
2.6 The teachers responsible for the subjects listed in Annexure B, must please complete the attached registration form (Annexure C) in full and return it by no later than 24 March 2006 to Mr F. Lewis at flewis@pgwc.gov.za, or by fax 021 467 2258. His contact numbers are 021 467 2504 or 467 2585.
2.7 Teachers who do not register will, for logistical reasons, not be permitted to attend the workshops.
3. National training programme: content upskilling
3.1 The national Department of Education has outsourced the new subject statement content to a number of higher education institutions for those subjects listed in Annexure B.
3.2 The logistical arrangements for this training are being finalised with the national Department of Education. Schools will be informed accordingly.
4. Mathematics, Science and Technology (MST) professional development
4.1 The Grade 10 to12 Mathematics teachers of the 40 Dinaledi and 10 MST Focus schools will be trained separately by AIMSSEC.
4.2 This training will take place from 23 June – 15 July 2006 at Stellenbosch High School. There will be two sessions. The first group of teachers will be trained from 23 June to 4 July 2006 and the second group from 5 - 15 July 2006.
4.3 Two teachers per school will participate in this training and they will not be required to register for the provincial orientation with EMDCs (See Annexure A).
4.4 A separate communiqué will be sent to the schools involved to provide information and registration forms for this training.
