1. Njengangoku kuphunyezwa iNkqubo yoLawulo loMgangatho eBanzi (Integrated Quality Management System (IQMS)) yootitshala abasezikolweni (school-based educators) yaye ziyanconywa izikolo apho sekuqaliswe, okanye sekugqitywe iimvavanyo zokwandlalela (baseline evaluations). Iimvavanyo zokwandlalela zabo bonke ootitshala beSebe leMfundo leNtshona Koloni kuwo onke amaziko emfundo MAZIBE sezigqityiwe xa kuphela ikota yokuqala ka-2005. Kucelwa uncede uqaphele ukuba le ngcaciso emfutshane yeyokukhumbuza ngasinye isikolo ukuba masingenise uluhlu lwaso lokutshekisha, olubonisa inqanaba lenkqubela yaso, kumphathi wesekethe yaso ngokukhawuleza. Ezi nkcukacha-manani (statistics) ziya kwenza iSebe leMfundo leNtshona Koloni likwazi ukuqaphela iisekethe ezihamba ngokweSicwangciso sezoLawulo esacaciswa kule Ngcaciso eMfutshane HRD Minute 62/2004.
2. Inqununu, kwakunye nekomiti yophuhliso lootitshala, ekugqibeleni usemagxeni ayo lo msebenzi ulandelayo:
2.1 Ukuphunyezwa nokubekwa esweni kwe-IQMS ngokungqinelana neSigqibo 8/2003 seBhunga leMfundo lezoBudlelane emiSebenzini (Education Labour Relations Council - ELRC), ekuthi ke ngenxa yoku kuqinisekiswe ukuvangwa kweeprogram zoLawulo loMgangatho ezikhoyo ngoku emfundweni
2.2 Ukuphunyezwa nokubekwa esweni kwe-IQMS ngokungqinelana neSicwangciso sezoLawulo esacaciswa kule Ngcaciso eMfutshane HRD Minute 62/2004.
2.3 Ukuqinisekisa ukuba ngamnye utitshala selesenzile isicwangciso sophuhliso lwakhe (personal growth plan (PGP)) ngokuncediswa yikomiti yokunika inkxaso nophuhliso (development support group (DSG))
2.4 Ukuqulunqa isicwangciso sophuhliso sesikolo (school improvement plan (SIP)), ngokususela kumaxwebhu agqityiweyo (completed instruments) neentlelo (ratings) ekwavunyelwana ngazo, kwakunye nee-PGP zotitshala ngamnye (Isikolo kunye ne-EMDC zombini zinoxanduva lokuqinisekisa ukuba iiprogram zoqeqesho lootitshala abasenkonzweni (INSET programmes) ziyaphunyezwa ngokungqinelana neemfuno zootitshala.)
2.5 Ukufuna ingcebiso kumphathi wesekethe echaphazelekayo ngokumalunga neengxaki ezingakho ekuphumezeni le nkqubo
3. Kucelwa niqaphele ukuba i-IQMS ifikelela kwaye ikwachaphazela BONKE ootitshala beSebe leMfundo leNtshona Koloni yaye KUFUNEKA beyenzile i-apreyizali, nto leyo efuna ukuba iimvavanyo zokwandlalela (baseline evaluations) zibe sezigqityiwe ukuphela kukaMatshi 2005.
4. Zakuba nje zigqityiwe iimvavanyo zokwandlalela yaye ootitshala bezinikile iimfuno zophuhliso nezenkxaso abayifunayo, kuya kuqalisa umjikelo wokuqala (wekota yesi-2) (first cycle - term 2) wophuhliso (wokunikwa inkxaso nengcebiso nokuxhotyiwa ngezakhono (support and mentorship) yikomiti yokunika inkxaso nophuhliso (DSG). Kwiimeko ezininzi, ukunika inkxaso nophuhliso lootitshala kuya kwenziwa sisikolo ngokwaso. Nakuba kunjalo, i-EMDC iya kunika uqeqesho olufanelekileyo kwiimeko apho iye nkqubo ye-IQMS yabonisa ukuba kukho imfuneko yoqeqesho omalwenziwe ngokubanzi kwisithili se-EMDC.
5. Zonke iiprogram ze-INSET, kwakunye nezicwangciso zokunika inkxaso nezophuhliso, ziya kwenziwa ngokususela kwiimfuno ezikhoyo (needs driven) ngokungqinelana neSicwangciso soPhuhliso lwaBasebenzi seSebe leMfundo leNtshona Koloni (Human Resource Strategy of the WCED). Ukuba ngaba ufuna ingcaciso engaphezu koku, musa kuba sathandabuza qhagamshelana nomphathi wesekethe yakho okanye nomququzeleli we-IQMS okwi-EMDC ekulo ndawo okuyo.
