1. Kucelwa ufunde le Setyhula 0031/2004 yowe-23 Juni 2004.
2. NgokoMgaqo oKhokela iNkqubo yeZikhuthazi (Incentive Policy Framework) kula manqanaba emivuzo 1 - 12, bonke abaqeshwa abakula manqanaba baselungelweni lokufumana ucatha kwimivuzo ukuya kutsho kweyona notshi iphezulu yenqanaba lomvuzo wezikhundla zabo ngokuxhomekeka ekubeni
(a) bagqibe unyaka besenkonzweni engakhange iqhawuke kuloo notshi yabo (enxulumene nomsebenzi wabo) ngomhla wama-31 Matshi ngaloo nyaka; yaye
(b) bafumene kuvavanyo ubuncinane olu hlelo lwentsebenzo “Eyamkelekileyo” ngokwenkqubo yolawulo nophuculo lwentsebenzo (staff performance management and development system (SPMDS)) ngelo thuba lixeliweyo.
3. Ukwenzela ukuqinisekisa ukuba uyenziwa ucatha kwimivuzo ngoJualyi 2005, ngokumalunga nabo bonke abasebenzi benkonzo karhulumente abaselungelweni lokumfumana, mazibancede iisuphavayiza/ abaphathi mabacandelo bangenise la maxwebhu alandelayo nekufuneka abe azaliswe ngokubonisana nomsebenzi ngamnye ofanelekileyo:
3.1 ISicwangciso seNtsebenzo soMntu ngaMnye (Individual Performance Plan (Isihlomelo A)
3.2 ISicwangciso soPhuhliso soMntu ngaMnye (Individual Development Plan (Isihlomelo B))
3.3 IZixhobo zokuHlolwa kweNtsebenzo (Performance Review Instruments) ezibini (Isihlomelo C) ngethuba elisusela kowoku-1 Oktobha 2004 ukuya kutsho kowe-31 Matshi 2005
3.4 ISixhobo zoVavanyo lweNtsebenzo (Appraisal Instrument) (Isihlomelo D) ngokumalunga nethuba elisusela kowoku-1 Apreli 2004 ukuya kutsho kowe-31 Matshi 2005
3.5 ISatifikethi seNtsebenzo (Performance Certificate) (funda Isihlomelo E esiqhotyoshelweyo)
4. Makungeniswe irekhodi yeziganeko ezibalulekileyo okanye ingxelo emfutshane exhasayo ehamba kunye namaxwebhu omqeshwa ngamnye ohlelo lwakhe lulonke lungu-4 okanye 5 okanye lungaphantsi kuka-3.
5. Umqeshwa ohlelo lwakhe lulonke lungu-4 okanye 5 akanako ukufumana ngaphantsi kuka-3 kuzo naziphi na iziphumo zentsebenzo yakhe.
6. Kukwafunwa iSicwangciso soPhuhliso lweNtsebenzo (Performance Improvement Plan) ngokumalunga nomqeshwa ngamnye ohlelo lwakhe lulonke lungu-2.
7. Zonke iZihlomelo A – E ezikhankanywe apha ngasentla, zizaliswe zonke iinkcukacha zaza zasayinwa kunye nawo nawaphi na amaxwebhu axhasayo, mazingeniswe ukuze ziqwalaselwe liGosa loLawulo lweNtsebenzo, leCandelo loLawulo lwaBasebenzi (beNkonzo kaRhulumente) elikweli gumbi Room 10-11, Performance Management Officer, Directorate: Personnel Management (Public Service Staff), Room 10-11, Western Cape Education Department, Private Bag X9114, Cape Town, 8000, ungekadluli umhla wama-31 Julayi 2005. Akukho mfuneko yokuphinda kungeniswe naziphi na izihlomelo ezizaliswe iinkcukacha ukuba zasele zingenisiwe.
8. Lo ngunyaka wokuqala wokuba kwenziwe ucatha kwimivuzo emva kokugqitywa kovavanyo olupheleleyo lwentsebenzo yabasebenzi ngokwe-SPMDS. Akukho catha womvuzo uya kuhlawulwa ngokumalunga nabasebenzi benkonzo karhulumente abangalwenziwanga uvavanyo lwe-SPMDS ngokupheleleyo.
9. Nayiphi na eminye imibuzo malunga nalo catha kwimivuzo ingabhekiswa kwiZiko leeFoni leSebe leMfundo leNtshona Koloni (WCED’s Call Centre) kwinombolo yefoni enikwe apha ngasentla okanye kula magosa akwaNdlunkulu alandelayo:
