1. NgokoMgaqo woMgaqo-nkqubo weNkuthazo (Incentive Policy Framework) weMivuzo yeNqanaba 1 – 12, abaqeshwa abazuze uhlelo lwentsebenzo lulonke olungu-4 (eNcomekayo - Commendable) no-5 (eGqwesileyo - Outstanding) emva kovavanyo olupheleleyo lwe-SPMDS, bafanelekile ukuba bathathelwe ingqalelo ngokuthi bafumane ibhonasi ngenxa yentsebenzo, ukuba isebe linemali eyaneleyo naphantsi komqathango wokuba umqeshwa lowo uphantsi koqwalaselo ugqibe inkonzo yonyaka omnye epheleleyo phambi kowama-31 Matshi ekuloo notshi yomvuzo wakhe.
2. Ngokumalunga noMjikelo we-SPMDS 2004 – 2005, iSebe leMfundo leNtshona Koloni likulungele ngoku ukunika ibhonasi yenkuthazo (incentive bonus) eyi-5% yomvuzo womqeshwa wonyaka ongafakelwanga nto (basic annual salary) ukuba intsebenzo yakhe ibe iyeNcomekayo (Commendable), nebhonasi yenkuthazo eyi-9% ukuba intsebenzo yakhe ibe iyeGqwesileyo (Outstanding).
3. Kucacile ke ukuba isixa esibhajethelwe oku asivumeli wonke umqeshwa ukuba afumane le bhonasi yenkuthazo. ISebe leMfundo leNtshona Koloni lifuna ukuwonga abalo abagqwesileyo ngentsebenzo yabo enegalelo ekuphuculeni ukwenziwa kwenkonzo yaye kulindeleke ukuba yi-20% kuphela abaqeshwa abangaphezu komndilili ngentsebenzo (above-average), o.k.t. i-15% yabasebenzi isebenza ngokuNcomekayo (4) ize i-5% isebenze ngokuGqwesileyo (5).
4. Ukuqinisekisa ukuba kuqhutywa ngendlela efanayo (consistency) yaye kulawula ubulungisa kwezengqesho (equity) ngaphakathi kwiSebe leMfundo, nokuba akukhethwa cala (fairness) kwindlela ekuqhutywa ngayo nakulawulo lwemicimbi (procedural and administrative fairness) inkqubo yokumodareyitha seyicwangciselwe ixesha laphakathi ku-Oktobha kuye kutsho phakathi kwinyanga uDisemba 2005.
5. Kuya kufuneka abaphathi babasebenzi banike izizathu ngeentlelo zentsebenzo (ratings) ezingentla okanye ezinganeno koko “kwamkelekileyo” yaye kufuneka bafake la maxwebhu alandelayo ngokumalunga nomqeshwa wenkonzo karhulumente ochaphazelekayo.

Kufuneka kuzaliswe kwakhona izicwangciso zophuculo lwentsebenzo (performance improvement plans) (PIPs) zize zingeniswe kwiimeko apho uhlelo lwentsebenzo luyengaMkelekanga (Unacceptable) neseCicini (Borderline ratings).
6. Konke okukhankanywe ngentla kunye nawaphi na amanye amaxwebhu axhasayo kufuneka angeniswe kulo The Performance Management Officer, Directorate: Personnel Management (Public Service Staff), Room 10-11, Western Cape Education Department, Private Bag X9114, CAPE TOWN, 8000 ungekadluli owe-21 Septemba 2005. Akukho mfuneko yokufaka kwakhona izihlomelo (annexures) esezingenisiwe – okoko nje zizaliswe kakuhle zasayinwa. Kwangokunjalo akukho mfuneko yakungenisa ezinye izizathu ngokwale fomathi intsha (yesiHlomelo I esiqhotyoshelweyo) ukuba unoluvo lokuba zonke iiNjongo eziPhambili sezichazwe ngokwaneleyo kwizizathu ezixhasayo esezingenisiwe ukuxhasa iintlelo zentsebenzo (ratings).
