4. Ukwenzela ukuqinisekisa ukuqaliswa kakuhle kotshintsho lweenkqubo ezichazwe apha ngentla, iSebe i-WCED liya kupapasha izithuba zonyuselo-sikhundleni nezeenqununu (uLuhlu No. 1/2006) ngaphambi kokuba kupapashwe izithuba zengqesho zeNqanaba 1 (uLuhlu No. 2/2006).   • Xa kususelwa kwinto yokuba ukuzaliswa kwezithuba zonyuselo-sikhundleni kudla ngokushiya izithuba zeNqanaba 1 zingenabantu, iyavakala into yokuba kupapashwe izithuba zeNqanaba 1 emva kokuzaliswa kwezithuba zonyuselo-sikhundleni. 5. ISebe i-WCED linqwenela ukuqinisekisa ukuba, ngaphandle kokuba kuvele izinto ebezingacingelwanga ngaphambili, le mihla ingentla imisiweyo iya kulandelwa ngqo. Kuya kwenziwa amalungiselelo awodwa ukuqinisekisa ukuba imihla yokuvala ewela ngaphakathi komda wemisebenzi eluxanduva lweSebe iWCED ilandelwa ngqo. 6. ISebe i-WCED likubona ukupapashwa nokuzaliswa kwezithuba zootitshala njengenkqubo ebaluleke gqitha. Alinako ukuvumela ukuba izithuba zengqesho zipapashwe zize zingazaliswa ngenxa yokusilela kwebhunga lolawulo lesikolo okanye kwenqununu ukungenisa amagama abatyunjiweyo kwangexesha. Izithuba ezipapashiweyo kodwa zingazaliswa zibangela ukungazinzi okungamkelekiyo esikolweni kwaye iSebe i-WCED liyithatha imeko enjengaleyo njengento embi kakhulu. Eli Sebe leMfundo lizimisele ukuqinisekisa ukuba izithuba ezipapashiweyo zizaliswa ngokweshedyuli ekuMhlathi 3 apha ngentla.

Ngoko ke kugqitywe ekubeni ukuba ngaba amagama abo batyunjiweyo akangeniswanga ngale mihla ibekiweyo, iSebe i-WCED liya kuzikhusela ngokusebenzisa iSiqendu 6(3)(d) seSahluko 3, soMthetho weNgqesho yooTitshala, 1998 (Employment of Educators Act, 1998) ukuqesha kwezo zithuba zengqesho zipapashiweyo (kuwo onke amanqanaba) ngaphandle kweengcebiso zebhunga lolawulo lesikolo.

7. Ukuzimisela kweSebe i-WCED makubonwe njengelinge lokulawula lo msebenzi ubalulekileyo ngokwezikhokelo zomthetho nezobudlelwane emsebenzini ukwenzela ukuba kuzuze bonke abachaphazelekayo.
8. Intsebenziswano yabo bonke abachaphazelekayo iya kuqinisekisa ulawulo oluyimpumelelo lwale nkqubo kwaye iya kuthakazelelwa kakhulu.
