1. The Constitution of the Republic of South Africa, 1996, (Act 108 of 1996) provides a framework for a clear understanding of basic human rights. It also gives guidelines for the practical application of those rights in our daily lives.
2. With reference to these rights and, in particular, to the protection of the rights of women and children, educational institutions are requested to plan and develop special programmes, including special meetings, talks, debates, assemblies and other activities, leading up to and for the celebration of Human Rights Day.
3. In line with the Premier and the Provincial Cabinet’s focus on the youth for social capital development for 2005, these programmes should serve to educate and guide learners to respect the human dignity of others and help the learners to obtain the necessary knowledge, skills and values they require in order to play their rightful role in a democratic society. These programmes could also be used to promote the values of your education institution and the Western Cape Education Department.
4. Attached please find the first in a series of flyers, which will be followed by a brochure, in connection with Human Rights Day that could serve as guidelines for organising these programmes.
