1. The Integrated Quality Management System (IQMS) for school-based educators is currently being implemented and schools at which the baseline evaluations have been started, or even completed, are commended. Baseline evaluations of all Western Cape Education Department (WCED) educators at all institutions MUST be completed by the end of the first quarter of 2005. This minute serves as a reminder to each school to submit its checklist, indicating its level of progress, to its circuit manager as soon as possible. These statistics will enable the WCED to identify circuits that are in line with the Management Plan as set out in HRD Minute 62/2004.
2. The principal, in conjunction with the staff development team, is ultimately responsible for the following:
2.1 Implementing and monitoring the IQMS in accordance with ELRC Resolution 8/2003, thereby ensuring the integration of existing quality management programmes in education
2.2 Implementing and monitoring the IQMS in accordance with the Management Plan as set out in HRD Minute 062/2004
2.3 Compiling the school improvement plan (SIP), based on the completed instruments and agreed-upon ratings, as well as the PGPs of each educator (The school and the EMDC are jointly responsible for ensuring that In-service and Training (INSET) programmes are implemented according to the needs of educators.)
2.4 Consulting the relevant circuit manager regarding possible implementation problems
2.5 Note that ALL WCED educators fall within the scope of the IQMS and MUST undergo an appraisal, the baseline evaluation of which must be completed by the end of March 2005.
3. Once the baseline evaluation has been completed and educators have stated their development and support needs, the first cycle (term 2) of the development (support and mentoring) by the DSG will commence. In most cases, development and support of educators will be provided at school level. However, the EMDC will provide relevant training in cases where the IQMS process has identified a training need as being common across the enitre EMDC district.
4. All INSET programmes, as well as support and developmental strategies, will be needs driven in accordance with the Human Resource Strategy of the WCED.
