1. Bursaries for part-time studies for the 2006 academic year are available to the following:
  • Public Service personnel (excluding CS educators) in the service of the Western Cape Education Department (WCED) who are/intend undertaking part-time study (Note that bursaries for educators wishing to obtain the National Professional Diploma in Education (NPDE) or the Advanced Certificates in Education (ACEs), will be funded from other sources.)

  • Officials appointed in a permanent capacity

  • Officials who meet the admission requirements of the educational institution concerned

  • Officials who are not in receipt of a state or any other bursary

2. All applications will be evaluated according to the following criteria:
  • The appropriateness of the intended field of study with regard to the WCED's current and future strategic needs

  • The relevant directorate’s need for specific/scarce skills

  • Employment equity – race, gender, disabilities

  • Rural versus urban areas

  • First application

  • Have previous applications been turned down? If so, did the official continue with studies at own cost?

  • Qualifications

  • Post-graduate versus under-graduate

  • Value of the qualification to the Department

  • Career planning in respect of individual officials

  • Supervisor's recommendation with regard to the specific needs of the department (must be attached to the application)

  • Availability of funds

3. The requirements of the Employment Equity Act (55/1998), the Skills Development Act (97/1998) and other relevant legislation and policy documents will also be taken into account when bursaries are awarded.
4. Bursary allocations will not exceed, but will also not necessarily cover the full registration and tuition fees. The number of applications received and the funds available will determine the amount.
5. The cost for 2006 academic year must be attached to the application. This is obtainable from the Tertiary Institutions.
6. Employees wishing to apply for such a bursary must complete the attached bursary application form (legible photocopies are acceptable) and submit it to reach the following address by no later than Friday 30 September 2005:
