1. Please refer to Circular 0031/2004 of 23 June 2004.
2. In terms of the Incentive Policy Framework for salary levels 1 to 12, all employees on these levels are eligible for pay progression to the maximum notch of the salary level attached to their posts on condition that
(a) they have completed one year’s continuous service on their (relative) notch on 31 March of a year;
(b) and received an assessment of at least “Acceptable” in terms of the staff performance management and development system (SPMDS) for the said period.
3. In order to ensure that the pay progression for July 2005 is effected in respect of all qualifying public service staff members, supervisors/line managers must submit the following documents which have been completed in consultation with each eligible staff member:
3.1 An Individual Performance Plan (Annexure A)
3.2 An Individual Development Plan (Annexure B)
3.3 Two Performance Review Instruments (Annexure C) over the period 1 October 2004 to 31 March 2005
3.4 An Appraisal Instrument (Annexure D) in respect of the period 1 April 2004 to 31 March 2005
3.5 A Performance Certificate (see the attached Annexure E)
4. A record of critical incidents or a short motivation must be submitted with the documents of each employee who has an overall rating of 4 or 5 or less than 3.
5. An employee who has an overall rating of 4 or 5 may not have a rating below 3 for any of his/her individual performance outputs.
6. A Performance Improvement Plan (PIP) is also required in respect of any employee who has an overall rating of 2.
7. All the above-mentioned completed and signed Annexures A to E and any supporting documentation must be submitted for the attention of the Performance Management Officer, Directorate: Personnel Management (Public Service Staff), Room 10-11, Western Cape Education Department, Private Bag X9114, Cape Town, 8000, by no later than 31 July 2005. It is not necessary to re-submit any completed annexures that have already been submitted.
8. This is the first year that pay progression will be effected after completion of a full assessment in terms of the SPMDS. No pay progression will be paid in respect of public service staff members who have not been subjected to the full SPMDS assessment.
