1. The leave prescripts as contained in Circular 231 of 2003 stipulate that a Public Service staff member attached to an educational institution is entitled to 27 work days annual leave per annum. At least 22 of these days must be utilised during school holidays and the remaining 5 days may be utilised during the school term.
2. Heads of all educational institutions are requested to submit leave forms regularly in respect of every period of annual leave taken by Public Service staff members, whether taken inside or outside of school holidays, to ensure that when a staff member exits the service, the Western Cape Education Department has a record of what his or her leave situation is, i.e. how many days’ leave were taken during the current cycle and how many days may be paid out, together with capped leave (if any) as part of the leave gratuity.
3. Heads of educational institutions are again reminded that it is necessary to keep accurate records of the leave taken and to manage the leave efficiently so that when a person leaves the service for whatever reason, it can be established from the school’s records how many days a person has taken in the current leave cycle and how many days still stand to his or her credit.
4. Heads of institutions are further requested to submit, together with the other resignation/retirement documents, when giving notice to Head Office of the resignation or retirement of a Public Service staff member, a complete leave statement of the leave taken during the current cycle, so that a final leave gratuity can be calculated speedily based on the records of the institution and of Head Office.
