1. Pursuant to Personnel Minute 0009/2005 of 5 July 2005, your attention is drawn to the following:
1.1 Annexure E, which is mentioned in the above-mentioned minute and which forms part of the set of documents which has to be completed annually in terms of the SPMDS with regard to every Public Service employee, has a bearing on pay progression only.
1.2 The granting of a performance bonus is based on the result of the total appraisal which is obtained by an employee after a full year during which evaluation has taken place.
1.3 Although the two aspects are part of the total process, benefits may be granted separately and it has therefore been decided to grant the benefits of pay progression in those cases where Annexure E forms have been received and an appraisal of at least Satisfactory has been obtained. Performance bonuses, on the other hand, will only be granted after all the reports have been moderated.
1.4 It is also important to note that in cases where, for example, it is indicated on Annexure E that an employee’s performance is Commendable or Outstanding, the form will be accepted for the purposes of pay progression, but not for the purpose of a performance bonus, as the rest of the report must first be subjected to moderation before a final mark can be allocated.
1.5 The final date for the submission of all Annexure E forms has been extended to 31 August 2005.
2. You are urgently requested to bring the contents of this minute to the attention of all personnel under your supervision.
