1. Resolution 2 of 2005, which addresses the salary progression of educators who fall within the qualifying period of 1 July 1996 to 30 June 2002, was signed into effect on 11 March 2005.
2. In terms of this Resolution, all educators who fall within the qualifying period of 1 July 1996 to 30 June 2002 will receive a salary adjustment of up to 3% overall. This adjustment will be implemented either by way of notch increases and/or with a once-off cash bonus.
3. In terms of the Resolution, the educator must have been a serving educator on 1 July 2004 and must have completed at least 24 consecutive months of continuous or unbroken service during the period 1 July 1996 to 30 June 2002 in order to qualify for a 1% adjustment in respect of every 24 months consecutive service until 30 June 2002.
4. It must be borne in mind that educators who left the service after 1 July 2004 also qualify for the salary adjustment. As a result of this Resolution, all previous payments need to be revisited in order to recalculate the payments made or received. These include the annual bonus, pension benefits, leave gratuities, long service awards, etc., as well as deductions in respect of the “No work, no pay” rule.
5. The straight 3% notch increase applies to employees who have been on the same post and salary level for the period 1 July 1996 to 30 June 2002. For example, an educator who was appointed as a post level 1 educator/HOD/principal/CES on 1 January 1995 and who is still on the same post and salary level, will have his or her salary, as on 1 July 2004, increased by three notches with effect from 1 July 2004.
6. The 3% notch increase as stated above does not apply, however, to an educator who is being paid on the maximum of his or her salary scale (that being notch 16), as such an educator will qualify for a cash bonus only, while an educator on notch 14 of his or her salary scale will receive 2 notches and a 1% cash bonus and an educator on notch 15 will receive 1 notch and a 2% cash bonus.
7. Educators who were promoted during the period 1 July 1996 to 1 July 2004 will be dealt with as follows:
  • For each period of 24 months of unbroken or continuous service during the period 1 July 1996 to 30 June 2002 prior to the date of the latest promotion, the educator will receive a 1% cash bonus; and

  • for each period of 24 months of unbroken or continuous service during the period 1 July 1996 to 30 June 2002 after the date of the latest promotion, the educator will be eligible for a notch increase.

8. The cash bonus is calculated as follows:

9. The WCED is currently identifying and correcting the salaries of educators who did not receive the benefit of the backlog in salaries when the adjustment was made programmatically on PERSAL.
10. Please bring the contents of this circular to the attention of all educators in your institution/office/directorate, including those on leave, and have them sign and date an acknowledgement of receipt thereof.
11. Principals must ensure that a copy of this circular is given to the chairperson of the School Governing Body for information.
