1. In spite of the request in Logistical Services Minute 0026/2004 of 16 November 2004 that requisitions be submitted by no later than 29 November 2004, they are still being received at this late stage.
2. The Directorate: Logistical Services does not intend prescribing to responsibility managers when they must request goods and/or services. It must, however, be realised that the purchasing and payment of goods and/or services are time-consuming processes. In view of the fact that the recommended deadline for invoices to be captured and authorised for payment is 24 March 2005, it will not be possible to process late requests for goods and services timeously. This means that the expenses concerned will definitely have to be debited against the next budget (2005/2006). However, we will still try to process and effect payment before the end of the financial year for those requisitions that have already been received.
3. It must please be understood that from the date of this minute it will not be possible for us to accept any further requisitions. Responsibility managers who submit such requisitions will have to accept that these orders may have to be cancelled or the expenditure debited against the new budget. Responsibility managers are at liberty to contact Mr Royston Africa at telephone 021 467 2819 should they wish to ascertain/arrange which orders should be cancelled and/or re-submitted later.
