1. It has been found that, apart from normal contract and service terminations where final dates are calculated programmatically beforehand, other types of service terminations also take place, such as mortalities, absconding and advanced service termination dates, where the payment of salaries cannot be adjusted or stopped immediately.
2. This has the consequence that the erroneous payment of such salaries continues wrongfully until the final date on the salary system has been implemented retrospectively. The overpaid salary results in a debt burden for the Department.
3. As a solution, those in control of paypoints are therefore requested to report it immediately, as soon as the nature and date of such service terminations are known, to the Directorate Accounting Services per fax or e-mail in order to avoid any possible overpayments.

5. This operational procedure will come into effect as from 1 October 2005 but does not replace the endorsements by paymasters on certified payrolls.
