1. Applications are awaited from persons who wish to act as markers of subjects (list attached) written during the October/November 2005 Senior Certificate Examination. These persons must satisfy the criteria in paragraph 2 below.

NB: AT A SCHOOL/INSTITUTION WITH A PASS RATE OF LESS THAN 40%, NO EDUCATOR WHO RETURNED A SUBJECT PASS RATE OF LESS THAN 50% IN THE SENIOR CERTIFICATE EXAMINATION OF THE PREVIOUS YEAR, MAY BE APPOINTED AS A MARKER IN THE SENIOR CERTIFICATE EXAMINATION OF THE FOLLOWING YEAR.

2. General criteria
2.1 Teaching experience: Educators who taught the subject on Grade 12 level in any of the past three years, i.e. 2005, 2004 and 2003, may apply.
2.2 Qualifications: A recognised three-year post Senior Certificate qualification which must include the subject concerned at second or third year level, or other appropriate post Senior Certificate qualifications.
2.3 All applicants must be from schools/institutions which prepare candidates for the Western Cape Senior Certificate Examination.

NB: IN ORDER TO ENSURE THAT THE AFFECTIVE FUNCTIONING OF THE SCHOOL/INSTITUTION DUE TO THE ABSENTEEISM OF EDUCATORS, NO MORE THAN 30% OF EDUCATORS FROM A SCHOOL/INSTITUTION WILL BE APPOINTED AS MARKERS. THE FINAL DECISION AS TO WHICH EDUCATORS CAN BE APPOINTED AS MARKERS RESTS WITH THE WCED.

2.4 The WCED supports the Employment Equity Act and appointments as markers will be in line with the Department's Employment Equity Plan. It is therefore imperative that applicants state their race and gender on the application form.
2.5 Applicants who have indicated their intention to resign or retire and who will terminate their services with the WCED by 30 September 2005 will not be considered for appointment.
2.6 PRINCIPALS
2.6.1 Principals may, with due consideration to the following aspects, apply to be appointed as markers:
(a) It is not expedient that principals shouls be away from their schools at the end of the year.
(b) At the end of the year, which is an exceptionally busy time, it is particularly important that principals should be responsible for the management of their schools.
2.6.2 The selections of principals as markers will therefore, inter alia, be subject to the following conditions:
(a) After the expiry of the deadline for the submission of application forms, all applications from principals will be submitted to the EMDC-directors for approval.
(b) A primary consideration will be whether the school will be able to function optimally during the marking period in the absence of the principal.
(c) Established structures must be in place for a person who has to act as principal.
(d) The school must be abel to function without the expertise and guidance of the principal.
2.7 An applicant must complete a separate application form for each question paper for which he or she applies.
2.8 Certified copies of highest qualifications indicating subjects studied must accompany each application form.
2.9 Application forms that are not accompanied by certified copies of results will not be considered.
2.10 NO exceptions will be made and no correspondence will be conducted with applicants in this regard.
2.11 Internal moderators of the WCED who wish to be considered as markers of Senior Certificate scripts, must also apply to do so.
3. Application to act as marker

3.3 Copies may be made of the attached form. Duly completed application forms must be submitted to the Directorate: Examinations by no later than 10 June 2005. Under no circumstances may applications be sent directly to the examiners. Applications received after the closing date will not be considered.
3.4 All application forms must be signed by the principal (in the case of educators) or director or delegated person (in the case of principals, senior curriculum planners, chief curriculum planners and curriculum advisers).
3.5 Applications on unsigned forms will not be considered. The onus rests on applicants to ensure that the correctly completed application form reaches this office before or on the closing date.
3.6 Applicants must please indicate their meal preference on their application form and note that the department will not allow any meal preference changes during the marking period.
4. Arrangements for the marking period
4.1 All marking will be done at a central venue in or near Cape Town, as determined by the Department.
4.2 The marking of examination scripts will commence at 07:30 on approximately Tuesday 29 November 2005 and will be concluded at 18:00 on approximately Wednesday 7 December 2005. The exact dates will be announced later.
4.3 Markers will be expected to mark scripts for at least 8 hours a day. This excludes times set aside for lunch and tea breaks. The marking centre will be accessible for marking from 06:00 to 22:00 daily.
4.4 The marking tariff for each paper will be made available as soon as possible. Each moderator, examiner and marker responsible for the marking and/or moderation of scripts will be taxed in accordance with the Income Tax Act.
4.5 It is imperative that principals, EMDC Directors, circuit managers and curriculum advisors bring the contents of this examination minute to the notice of all educators concerned, including those on leave. This Directorate does not accept responsibility for educators who are not informed of the contents of the examination minute timeously.
5. As the marking of the Senior Certificate examination question papers is an extremely valuable and rewarding experience for educators, the WCED aims to ensure that the marking teams include new markers each year. Employment equity is also a very important consideration. All educators who qualify to mark are therefore strongly encouraged to apply. Principals and curriculum advisers are requested to encourage competent teachers to apply.
6. Principals must acknowledge receipt of this examination minute on the attached form which must reach this office before 20 May 2005.
