1. GENERAL
1.1 With the aim of strengthening conceptual development among learners, the Western Cape Education Department (WCED), through its Mathematics, Science and Technology Strategy, will be providing each public school with Intermediate Phase learners with one Mathematics, Science and Technology kit.
1.2 The items in the kit can be used to teach towards achieving learning outcomes in the three learning areas, as well as certain learning outcomes in related learning areas. The kit emphasises the Technology learning area.
2. DELIVERY
2.1 Delivery of the kits will have begun by the end of February 2005 and will be completed by March 2005.
2.2 In each case, a member of the school’s management team (SMT) must accept delivery.
2.3 The following process must be followed:
2.3.1 Check the address on the container. Accept delivery of the container only if your school’s address is on the waybill.
2.3.2 The waybill must be signed and dated by a member of the SMT with his or her name and ID number printed underneath. The telephone number of the school must be provided and the form stamped with the school's official stamp.
2.3.3 Within 72 hours of receiving the MST kit, the items in the container must be checked against the inventory list supplied in the container. If all items are present and in good order, the SMT member must write “Received in good order” under the “Comments” heading. Any discrepancies or damage to the items must be noted on the waybill under “Comments”. A “damaged item" is defined as an item, or its plastic container, which is cracked or broken.
2.3.4 The completed waybill must be faxed to N. Steenkamp, Supedi at fax number 011-6728365 (Johannesburg), and not to the WCED.
3. ARRANGEMENTS AFTER DELIVERY
3.1 After delivery, the principal must ensure that all items are marked with the school’s name and entered on the school’s inventory.
3.2 As the kit is to be shared by all educators in the Intermediate Phase, it is expected that it will be in fairly constant use and thus an effective system of monitoring and control is essential.
3.3 The kit must be stored in a secure place to which teachers have easy access, and a member of the SMT must be put in charge of providing items to Intermediate Phase educators.
4. TRAINING
4.1 One copy of a teaching manual in English and Afrikaans will be supplied with the kit. Replacements or further MST kit items can be ordered through Supedi, using the school's LTSM budget. Supedi's contact details are in the teaching manual.
4.2 Because of limited funding, only one educator per school will be trained by the service provider, Supedi Trust, in the use of the kit to support the achievement of the learning outcomes for Mathematics, Science and Technology, with the emphasis on Technology. There will be two training sessions per EMDC district. Training will be organised by each EMDC, who will advise each school by letter as to which training session to attend. Schools at a considerable distance from both training venues will receive training from the Technology curriculum adviser at a later date.
4.3 Principals are requested to incorporate training in the use of these learning support materials in their staff development plans for Intermediate Phase educators.
4.4 Intermediate Phase curriculum advisers in the EMDCs will offer further support during the year.
5. QUERIES
5.1 Schools that have not received the MST kit by 24 March 2005 must provide Ms L. Malan at fax no. (021) 467 2258 or at e-mail address lymalan@pgwc.gov.za with the school’s contact details.
5.2 For all queries regarding the kit and its use, schools must contact the Intermediate Phase or Technology curriculum advisers in the EMDCs.

The WCED envisages that this kit will make the teaching and learning of Mathematics, the Natural Sciences and Technology enjoyable and that it will strengthen the implementation of the RNCS in the Western Cape.
