1. Despite the fact that notices regarding the submission of requisitions for goods and/or services were sent out via e-mail on 20 November 2003 and 2 February 2004, requisitions are still being submitted at this late stage.
2. The Directorate Logistical Services does not intend prescribing to Responsibility Managers when they must request goods and/or services. It must, however, be taken into consideration that the translation to BAS with effect from 1 April 2004 will also have an effect on the purchasing process. Goods and services at Head Office are purchased via LOGIS. Payments resulting from these orders must be completed by 27 February 2004 to allow LOGIS to interface with BAS.
3. We have repeatedly requested that requisitions for goods and/or services be submitted at least a month before they are required. The late submission of requisitions does not allow us enough time to follow all the procurement processes in time. Neither is there time for delivery and payment. An implication of the LOGIS/BAS interface is that even orders for goods and/or services that have already been placed, but which have not been delivered and paid for by 27 February 2004, will have to be cancelled and re-submitted to LOGIS. The payment will be rolled over to the new financial year. We will, however, attempt to deal with existing orders to effect delivery and payment before the said date.
4. From the date of this notice, it will not be possible for us to accept any further requisitions. Responsibility Managers who have submitted requisitions since the last notice of 2 February 2004 will have to accept the fact that these orders may have to be cancelled or debited to the new budget. Responsibility Managers are requested to contact Mr Royston Africa at telephone (021) 467 2819 should they wish to ascertain/ arrange which orders will be/ should be cancelled and re-submitted to LOGIS and which will/ should not be considered at all.
