1. A large number of permanently employed educators in the Western Cape Education Department (WCED) are under-qualified in terms of the minimum professional requirement for teachers to be registered with the South African Council for Educators (SACE).
2. The NPDE is a programme designed to provide educators whose qualifications are currently valued at REQV 12 or below with a qualification that will be valued at REQV 13, which is the minimum requirement for registration with SACE.
3. The normal duration of the programme is two years of part-time study.
4. The University of the Western Cape (UWC) and the Cape Technikon (Cape Tech) will offer the programme and award the Diploma.
5. The WCED is offering bursaries, which will cover the tuition cost of the programme, to interested educators who wish to upgrade their qualifications.
6. Under-qualified educators whose qualifications are currently classified as Relative Educational Qualification Value (REQV) 12 are invited to apply for this bursary.
7. A total of 120 students will be accommodated in 2004 and will be selected as follows:

30 Foundation Phase and 30 Intermediate Phase educators within the Metropoles

30 Foundation Phase and 30 Intermediate Phase educators within the Rural EMDCs

NB. Contact sessions for the Rural EMDC educators will be conducted in Paarl. The bursary does not cover travel expenses.

8. Courses will start in JULY 2004.
9. Educators who wish to apply for a bursary must complete the attached application form. Photostat copies are acceptable, provided they are legible.
10. Correctly completed application forms must be submitted via principals on or before Monday, 21 June 2004 to
