1. The Western Cape Education Department (WCED) will research the literacy and numeracy levels of Grade 3 learners in the province during October and November 2004.
2. This research should not be confused with the Systemic Evaluation of Grade 6 learners (refer to Circular 0024/2004 ) which will be conducted by the Quality Assurance Section at Head Office in September 2004.
3. The main purpose of the Grade 3 Assessment is the measuring of learners’ literacy and numeracy levels and their progress towards achieving sound standards of literacy and numeracy. The test will be based on the Revised National Curriculum Statement (RNCS). This assessment will also contribute to the WCED’s planning of remedial work in schools.
4. Preparations have already begun and all schools with Grade 3 learners will be informed of the procedure and provided with administrative details in due course.
5. Please bring the contents of this minute to the attention of all concerned, especially Grade 3 educators.
