1. In accordance with Resolution 7 of 2000 of the Public Service Co-ordinating Bargaining Council and Resolution 7 of 2001 of the Education Labour Relations Council, all government departments have had to convert the vacation leave credits (calendar days) of public servants and educators accumulated before the implementation of the new leave dispensation, to leave credits (working days). In the case of public servants, the implementation date was 1 July 2000, while for educators it was 1 January 2002.
2. The Western Cape Education Department (WCED) hereby confirms that this comprehensive task have been completed and that the office of the Auditor General has expressed satisfaction with the leave audit process. The WCED is now in a position to inform all public servants and educators individually of their leave credits. Notification of each individual's leave credits will be sent to heads of institutions in due course.
3. Leave credits accumulated up to 2000 in the case of public servants and 2001 in the case of educators, have been converted from weekdays to workdays in accordance with the new leave dispensation. Leave credit of 210 days before 2001 has, for example, been converted to 150 days of leave credit (210 x 5/7). This will not affect the payment of a leave gratuity as in the formula it is now calculated over 261 workdays, and no longer over 365 weekdays, in a year.
4. Employees who wish to query their leave credits must please direct their queries in writing to the WCED. It must be submitted to one of the following addresses:
