1. The Western Cape Education Department (WCED) has decided to issue two vacancy lists for 2005. Each vacancy list will contain promotion posts (including posts of principal) and post level 1 posts.
2. Principals must please ensure that advertisement forms are submitted to the WCED by the dates indicated in paragraph 4 below and that a copy of each advertisement is sent to the circuit manager concerned for his or her information. No advertisements for vacant posts will be accepted after the closing date. Similarly, no applications for advertised posts received after the closing date will be accepted.

5. The WCED gives the assurance that, unless there are exceptional circumstances, the above due dates will be honoured. Special arrangements will be made to ensure that the cut-off dates within the WCED's sphere of responsibility are met. However, in order to honour this commitment, it is of vital importance that other roleplayers co-operate and adhere to the respective due dates set for them. In this regard, special reference is made to the closing dates for the submission of advertisements and for the receipt of nominations from school governing bodies. Should principals and school governing bodies not adhere to the due dates, they cannot expect the WCED to adhere to the subsequent due dates. Thus no expectation can be created that nominations received after the indicated date will be finalised timeously, and in such cases the WCED may decide to make appointments in terms of legal prescriptions.
6. The WCED's commitment must be seen as an attempt to manage this important task within the legal and labour relations framework and to the benefit of all concerned.
7. The co-operation of everybody involved will ensure the successful management of this process and will be greatly appreciated.
