In terms of paragraph 5 of Public Service Code D.XVI and paragraph XXVIII (3) of PSCBC Resolution 3/1999, read in conjunction with PSCBC Resolution 6/2003, provision is made for the recognition of |

20 years' full-time, uninterrupted, sustained service by the awarding of an appropriate certificate and the option of converting 10 days of the applicant’s own available accumulated vacation leave to cash. |
1.2 |
30 years' full-time, uninterrupted, sustained service by the awarding of an appropriate certificate, the option of converting 15 days of the applicant’s own available accumulated vacation leave to cash and a single taxable cash amount of R3 000.00 (as stipulated by PSCBC Resolution 6/2003). |

All employees of the Western Cape Education Department (WCED) (public service or educator personnel) who satisfy the requirements in either paragraph 1.1 or 1.2 during the period 1 January 2004 to 31 December 2004 may be considered for an award. |

The employees concerned must indicate on Annexure A whether or not they wish to convert to cash the said number of days of available accumulated vacation leave. Once this choice has been made, the decision cannot be withdrawn. Conversion to cash is done according to the person’s salary notch on the date on which he or she qualified for the concession. |

The head of the institution (the circuit manager in the case of a principal) or the supervisor must complete Annexure B to confirm that the applicant has rendered sustained continuous service. |

Please note that both the amount received for vacation leave converted to cash and the single amount of R3 000.00 (as mentioned in paragraph 1.2) are taxable. |

In order to enable the WCED to prepare and control long service certificates, you are requested to submit a fully completed Annexure C in respect of the personnel on your establishment who qualify for this during the period 1 January 2004 to 31 December 2004. The name on the certificate will be spelt according to the person’s identity document. If the person prefers another spelling, it must be indicated clearly in Annexures A and C. |

All heads of institutions and/or supervisors are requested to submit the original completed Annexure C, and separate Annexures A and B in respect of each person whose name appears on Annexure C, to the WCED by no later than 15 June 2004. Please note that faxed copies are unacceptable and will not be processed. |
